[lazarus] Library licensing

Good point. Which files were you looking at. The way it should layout is
that anything in /compiler is GPL. Everything else is LGPL. I took a
quick look and only the /RTL has a copy of the license included. We
should include a COPYING file in every directory set where it applies.

If you were looking at a lazarus file that stated that it was GPL then
that is a mistake and we need to change it.
