I can't help you much with how to do this in FPC, but if you want it, I do have
a program like this that I wrote in Java. 

Basically, you can run it in cron and it will check the status of as many
different web servers as you want and send an email notification to any number
of people on a list (or not send an email - configurable). You can also setup a
list of pager email addresses that it can send a page email to. Everything is
configurable in .conf files. You can have as many web servers as you want and
can configure all kinds of stuff for each server. It is a pretty nice program.
It is all in Java though. If you want a copy of it, let me know and I will send
it to you.
