[lazarus] Sample dpr

ppc386.cfg is easy to come by.

If you are installing the compiler, rtl , fcl, and gtk after making then I
know this will work.  /usr/lib/fpc/0.99.13/samplecfg '/usr/lib/fpc/0.99.13'

This will place a ppc386.cfg in /etc
