[lazarus] Win32 compile

I am working on one, but until I can get it to compile, it isn't going to
do you much good.  I can rebuild fpc, but that is about the extent of it.
If you need help just getting CVS set up, I can get you that far.  Send
email to daworm at cdc.net and I'll send you the (very) rough draft.
