The snapshot is a binary distribution of the compiler. It contains the
compiler built from the latest code in CVS. It also contains the latest
RTL units built from CVS. All you need to do is download, untar it into
the same directories as your current release code. Then remake the FCL
units, sometimes the GTK units and you are set. The download takes the
longest.

If people do start using the snapshots be sure to get them from the
closest mirror to you so as not to bog down the main sites.  :-)
