[lazarus] win32 dev sources

I haven't tried it on Win32 yeet.  Cliff got it to work though.

Pull the binary for FPC instead of trying to build it otherwise.

I looked at the makefile.fpc.  I found fpc_info so I tried it.  I got weird
results for ECHO or SED.

Any Help?
