[lazarus] Brand New Win32 Developer Quick Start Install and "Web Site Updates"

WELL DONE :-))) 

I have been able to see lazarus for the first time it is absolutly
fantastic. 

Since I have no joy on Linux I was about to give up. But this shows me
taht something can be done :-) , thank you
