It is. I made it a zip for 2 reasons. It includes a readme.txt files
along with the setup.exe to give some a little headsup as to what this
setup.exe is all about. Second if it is setup.exe some browsers see the
.exe and try and run it or ask about running and just make the process
more confusing.

It is a complete installer built using Wise.   :-)
