Man alot of discussion while I was out running around this afternoon.

This is already started. It might need some more additions to it but it
already exists and works for the most part. I'll be the maintainer.

As MVC already indicated this has been completed and is already part of
the FCL. I'll remain as maintainer.

I have started work on the dialog and OpenDialog so I'll work on and
maintain those as well as the rest of the dialogs listed. I also plan on
creating a MessageDialog as well.
