[lazarus] web updated and the cvs updates

I can probably have something pretty useful by the end of this week, maybe
sooner, depending on how much time I can spend on it. It isn't going to be real
robust like a normal IDE. It will just have simple syntax highlighting,
open/save, search/replace and will be able to compile. But it is better than vi
for people who do not know vi or are new to Linux from Windows or Mac.
It is up to you all. I can continue with it or start working on components. It
doesn't really matter much to me either way. I just want to help out with
Lazarus as much as I can.
