[lazarus] 0.99.12 testing

I've uploaded the 0.99.12 release files to tflily. Maybe some ppl want to 
test everything before we announce a release. The files are currently only 
available in their separate packages.

For go32v2:

For win32:

The FV,GTK and API packages will follow soon for go32v2,win32
