[lazarus] Linux howto

Greetings,

I added the Linux Howto to the main site in the "How to participate"
page along with the Win32 Howto. I just did a quick reformat and edit
job of the information. Could someone else take a minute to go over it
and see if I missed something or if there is something else that should
be added or changed.
