[lazarus] Win32 howto - dies at make clean

Here's my report from testing the Win32 howto on NT4sp4.

Downloads:

The FPC download URL is a bit old. Latest is w3209914full.zip
http://user.sgic.fi/~tml/gimp/win32/downloads.html would also be a 
nicer path to the GTK DLLs+source.

3. Downloading from CVS

If you install the whole FPC, it also installs sources in pp/source 
and CVS doesn't like that. After removing everything in there CVS 
worked flawlessly.

5. Create a batch file...

Dies at make clean :

C:\pp\source\compiler>make clean
The name specified is not recognized as an
internal or external command, operable program or batch file.
>& was unexpected at this time.
