[lazarus] Install Shield

It would be too dated. I can make one (using Wise) but that would be
good for today. In a week the source would be very outdated given the
development being done. For example had I done it last Friday everything
that you just put in for Qt wouldn't be there even though the site might
talk about it. I don't have time to keep updating it every other day or
so. When Lazarus is more stable and FPC is at a 1.0 release stage then
we can make an full blown install.

Any other opinions? If the general consensus is that we should have one
then I will do it. Other wise I recommend that we wait.
