[lazarus] Free Pascal FTP server not working

The link on the win32 how to docs will not work because the ftp server seems
to not be working. I picked a mirror site and it started working. Probably
should put one of the mirrors on there for redundancy.

There is nothing wrong with Windows 2000 that LINUX won't fix!!!
