[lazarus] New documentation

Greetings,

I have built new documentation files for Lazarus. The documentation
includes the LCL, Designer, mwedit, and the main IDE code.

It isn't pretty since not much in the way of comments have been added to
the code and some of what is there isn't appropriate but we will get
there.
