[lazarus] cvs changes

Hi, 
first of all a happy 2000.

Latest changes:
+ Added keyup and buttonup events.
    They already where there only the signal mask of the 
    widget-window wasn't set :-(

+ Added LM_MOUSEMOVE callback
    Wasn't there yet. In order to do a selection by mouse 
    you need this. Somehow the selection dosnt work yet 
    without pressing shift (?)

+ Started with scrollbars in editor
    First attempt to get scrollbars. Don't know if this 
    is the way to go (For a scrolling canvas it is for 
    sure). I need to do some more investigations.
