[lazarus] Listserver filters

I have previously setup the server to only accept email from members
subscribed to the list but that caused problems for various people that
have several email accounts for but only want to receive email at one
email account. When it can accept foreign submissions they can still
submit from other email address.

In fact yesterday and today seem to be a highly unusual occurance.
SPAM on this list has been very, very rare. However if it does start to
become a problem I will have to put more controls on the list.  :-\
