[lazarus] Streaming.

Hi *,

I've just committed the streaming support in FCL to CVS. Writing should
work without any problems (in the XML directory you can even find a 90%
working XML streaming writer); reading only works using streams and
binary DFM files at the moment. Reading of other file formats will be
added soon, as well as a global archive (or repository) for streamed
components.
