[lazarus] designer.inc file error

I have done a clean checkout of the lazarus. aka after deleting all
files. When I try to build the lcl it chokes on designer.inc. It should
given the code. The method is attempting to access a private member of a
class from a different class. I'm not sure how yours can be compiling
and working. I am also trying this with the a newly cycled compiler but
that isn't the problem.
