[lazarus] Bug Tracking Changes

Greetings,

Well I am sorry to say that the SourceForge setup was a bust. While it
is a good idea it really didn't seem to help in any way and was
apparently more confusing and complex than helpful. 

So in that light the old bug tracking has been reenabled. It has some
added features. It now lists the Add Date for the bug and the most
recent Modified Date. You can also sort the list by the bug list by
selecting the header of a given column. 

I also plan on breaking out the comments section for each bug into a
separate attachment for each bug so it will be easier to make comments
about bugs both by users and developers.

If you have any other ideas that you can think of for the bug tracking
please let me know.

I will next begin the development of a ToDo/PM tool for the site. This
will allow us to indicate Tasks that need to be done along with status
information about the Task. It should also be able to be cross linked to
the bug tracking for reference.
