You have inconsistent lcl sources.

Ok, here is a wincvs walkthrough:

Admin -> Preferences -> General

->Enter the CVSROOT:
:pserver:cvs at cvs.freepascal.org:/FPC/CVS

->Authentication:
"passwd" file on server

->Use version:
cvs 1.10 (standard)


Admin -> Login...
Password: cvs


Create -> checkout module -> checkout settings

->Enter the module name and path on server:
lazarus

->Local folder to checkout to:
c:\somewhere\
