[lazarus] compilation, lazarus@win

When I try to compile lazarus in windows it tells me "couldn't find
unit xmlcfg".  There is only xmlcfg.ppw in my system and it is under 
pp\units\win32
I copied that file to everywhere lazarus, lazarus\units, etc.   But it
still gives the same error.  I am using a CVS download of 1 week old.
What may be the problem?
