[lazarus] improvements

Hi all,

improvements and bugfixes:

- added scrollable to all notebooks
- added popupmenu to all notebooks
- split project menu into project and run menu
- 'save as' deletes also existing lfm file
- target filename in project options is now used (and fixed some bugs)
- 'save as' now writes corrected source
- irrelevant compiler messages reduced in message view
- deactivated messageboxes on error
- fixed bug in project options comparing AutoCreateForms
- test project without test directory now creates a message
