[lazarus] Tools and small changes

Hi all,

I committed the external tool editor.
An external tool is just a program, which can be started by a shortcut.
You can define up to 100 tools. I also completed the transfer macros, which can be used to send special parameters to the program.

Small changes:
- added run parameters dialog (currently disabled)
- added form for find-in-files (no code yet), but with the tools you can use grep.
- fixed GetItemIndex crashing bug if Handle not allocated (for example TListbox)
