[lazarus] funny bug in editor

Hi

There is a funny hint bug in the editor:

If you stay with the mousecursor over some text you get a (debug)-Hint.
If now a textline is hidden by the bottom scrollbar of the editor and the 
mouse cursor is in the scrollbar over a hidden word you get a hint, too.
(side scrollbar not tested)

Looks funny, a scrollbar hint which tells you, that the scroll bar type is 'real' :):):)
