[lazarus] Web site and Splash image

The previous one was the Delphi 3 splash adapted with Tux. I know
Borland saw and was aware of that image and nothing was said. Also since
it is an old version that Borland dosn't even make available any more
I'm not sure if they would complain. If they do we can certainly change
it.

If someone has the time, (key phrase). It was enough for me to take the
time this evening to bodge together that image.   :-)
