[lazarus] Add lcl component

Oh, and on that topic, I've got most of it functional, but I'm no
Postscript wiz, so I can't be sure I haven't done something off the
wall.  Currently though I'm working on pattern fill support and pens and
brushes.  Once done I think we'll have something usable.  It already
supports some basic drawing functions and color.
