[lazarus] Menu editor

I started one.. but got nowhere.. I have been to busy to do anything
w/lazarus over the past few weeks.. You can alway try what I was going
to do.. a basic Treeview based Menu Editor like Glade's. I may get back
to it, but I can't say for certain at the moment when.
