[lazarus] Still bad locale (another info)

As I said month ago and earlier, the problem is that events input
doesn't translate input correctly.
Standard controls accepts localized input correctly, so it is possibly
to make localized captions of labels, enter localized texts in edits.
But constructed controls like TSynEdit can't accept this. It is written
in documentation that setlocale and gtk_set_locale calls may help. I'll
try to make this.
