[lazarus] Target OS

Hi,

Attached is a patch for lazarus.

It addresses two things.
1. Setting a OS_TARGET for building lazarus in the Build Lazarus dialog.
2. Specifying the Target OS in the compiler options dialog.

I use both settings to build lazarus and compile test programs for win32 on
linux. To do so yourselve you need to have the cross tools installed and
win32 RTL / FCL units.
