[lazarus] Win32 binary

Place the lazarus.exe in your lazarus directory.

If the language is messed up (here, I've a french lazarus though German 
is selected),
do a
del *.mo /s
in the lazarus directory.

Updating from cvs will give you back the *.mo files.
