[lazarus] Fw: win32 interface patch

Hi,

I see that new mail sent are ariving at the mailing list. I sent this
one again.

Sorry, if you received it more than once.

Attached patch is for the win32 interface for some errors that showed up
when compiling with fpc 1.9.1.
IMO in the setlimit function the wrong api function is used.

And of course all allocated memory should be released.
