I disagree with Shane.
You can build a windows app on a linux machine. See for example:

Only: Instead of downloading the rpm, maybe better download the latest
binutils source and make cross compile enabled binutils yourself.
The direct problem you are having right now is that you don't have a
compiled rtl and fcl for windows. It is step 4 in the example in the
archive.
The problem you are going to have next, is that the windows version of
lazarus is not very usable yet (at least when I tried some two months ago).
Some small LCL aplication can be made, but the win32 widget set interface is
more unstable the gtk interface on linux.
