[lazarus] Update TODO

Hi mattias,

The TODO can be updated for Win32 now. The TPromptDialog bug is fixed, I 
think it works nicely now. Also is the IDE starting to work...it boots, 
shows mainide, object inspector with some properties, editor, etc. It 
does still miss some edits in the options/preferences windows. But that 
could be mispositioning, ie. they are there, but not visible. The IDE 
does crash quite quickly, so don't expect to much :).
