Not really. If I understand right:
You created a new package, saved it somewhere, added some .pp/.pas files and
clicked compile in the package editor and it compiles.
Then you clicked install, and the IDE didn't compile.

Either this is a bug in lazarus, or you have some .ppu files in the source
directory of the package.
