AFAIK, this is a limitation of the 1.0 series of the compiler. It can not 
dynamic load libraries. The support for it is in the 1.1 version.
So i guess it won't be part of the 0.9.2 version of Lazarus (if it will 
ever be on a 0.9.x version)


For what the roadmap concerns, I can only speak for my self. And that road 
leads to improving debugging in the pieces of time I have.

Steps are (in more or less chonologic order)

* Add a Exception/Signal handling config dialog
* Add a breakpoint properties dialog
* Improve Evaluations
* Add Expression evaluation dialog
* Enable watches
* Add dump data dialog
* ....

And no, I have no idea in what version it will be there.
