[lazarus] TSpinEdit errors

TSpinEdit behaves strange, I wonder if it's a bug or  "under construction",
The "features" ;) are:

* cannot set DecimalPlaces to 0, it switches to default (2);
* the value switches to 0
* cannot change the value (when exiting control it returns to initial);
   both arrows are always disabled

All of these happends on runtime, when designing it all seems to work OK
so I think it can be streaming-related error.
I'm using the latest CVS version of Lazarus
