Title: Changing MaxValue disables Spinedit handles

Original Description:

Spinedit works fine if one is dropped on a blank form and the program is immediately run. If the spinedit MaxValue is changed in the property editor, the spin handles are disabled when the program is run again. Saving the form and reloading shows  3.6757817268371582 in MaxValue... so something with stored properties appears to be broken in this control.

Floats were not implemented in fpc 1.0.7. This has been fixed in 1.0.8.
