[lazarus] Clean all doesn't work for target_os <> host_os

Hi,

I noticed the following:
When I check the clean all checkbox and set the target os to win32 in the Configure "Build Lazarus" dialog on a linux computer, it doesn't do a clean for win32, but for linux. Attached is a gzipped patch.
