Some modifications for localize Lazarus.. "Environment Options" is completly 
localizable (Until the next updates :o) )

Resume of modif :

04/03/2003
  IDEOptionDefs.pp /LazarusIdeStrConsts.pas >> 
    Replace all strings by an lacalizable string

  EnvironementOPts.pp /LazarusIdeStrConsts.pas >> 
     add res value dlgRubberBandGroup for localization
  
  LazarusIde.fr.po
    Update translation
