[lazarus] Menu item checked property calls click event?

This didn't use to happen, but now if I set the checked property on a
menu item it calls it's ONCLICK event.

Is that proper execution?  I guess it's possible that Delphi does it
this way and I just got used to the "bug" in an older ver of Lazarus.
