[lazarus] TScrollBar bug

The DoScroll routine for handling the message is never called.

This means that OnChange and OnScroll never trigger.

In fact I can't see that ANY messages are being captured by the
TScrollBar.  Unfortunately I don't understand enough about messages to
see why it doesn't work.
