[lazarus] Building WIN32 APP

Tools are downloadable from FPC ftp site. Directory /pub/fpc/contrib/cross/mingw32
or so.

Please use a mirror (like ftp://freepascal.stack.nl)
 
Bison is the large problem when making these tools. I couldn't get them
compiled, until I got a working mingw building set up from one of the GPC
contributors.
