[lazarus] StringGrid patch

Hi, here is a patch to fix the problem that Jens described (fixed
cols/rows doesn't get saved if set to 0) and to retrieve the same
properties if set to >=5.

now there is a problem with the horizontal scrollbar that I can't
find, it seems like is a more general problem, see for example the
ObjectInspector it can't have a Vertical and a Horizontal scrollbar
at the same time, also in the code editor, it doesn't have a
horizontal scrollbar (ok, I always had maximized the code editor so i
don't know if it is recent or not ;)
