It seems that, depending on the input, UTF8FixBroken will enter an 
infinite loop, e.g.


s:=#248;
UTF8FixBroken(pchar(s));

I think it's missing an "else p^:=' ';" (or an "else inc(p)") after the 
condition that checks for a 4 bytes start sequence.
