[Lazarus] Who would write custom IDE feature?

Thank you.  I saw that page before, but I would prefer that someone capable of 
the work, just quote me out for it and I can decide if I can afford it or not.

I wonder if it would be permissible to ask for quote instead of saying what I am 
willing to pay...
