Yes it does, but this won't be the default for Lazarus WinCE apps,
because it's more a natural approach for LCL users.

The wiki article explains how to implement that if desired. If you
implement that, then you are also responsible for implementing a
mechanism to be sure there will be only 1 instance of your app running
at a given time.
