[Lazarus] Is this a new microsoft approach?

It's useful take some care. Here in my work there 
are people using vista that came with no files 
locked and other people using vista that came 
with locked files. I still can't understand the 
criterion used by the Redmont guys...

In anyway if someone here had to unlock some 
files in vista I ask to inform, please, how was 
the procedure adopted. I can't release the files 
in a way that Lazarus can write its configuration files.

Is there a way to redirect the Lazarus configuration files to a new directory?
