No, since they still would be under copyright. Which is also why the effort
is silly, unless they have written permission from Borland. It's still
publishing copyrighted material.

The various Kylix resurrectionists tried to get  permission for something
like that for years, it was constantly dangled in front of them as "any
minute now". It never came.
